1.Fry the beef and onions in a large skillet until there is no pink remaining in the meat. Drain the fat if needed.
2.Add the water, milk, and pasta.
3.Add the remaining ingredients, except the cheese.
4.Stir, then bring to a boil. Reduce heat, cover, and cook until pasta is tender, about 15-20 minutes. Stir every once in a while.
5.Remove from heat and add the cheese. Stir in, then, cover and let sit for about 5 minutes before serving.

Remove from the heat and stir in cheese. Cover and let sit for 5 minutes before serving. It will be a runny sauce but if you let it sit for a few minutes, it will thicken.
